The Bellona Environmental Transparency Center in Vilnius reported that the U.S. imported 400 tonnes of Russian low enriched uranium in 2025 alone, worth roughly $1 billion US. Major recipients included subsidiaries of French-owned Framatome, which took in more than 127 tonnes, and U.S. supplier Global Nuclear Fuel Americas, which received over 110 tonnes. Canada also hasn&#8217;t sanctioned Rosatom, Russia&#8217;s state atomic energy corporation, or its export arm, Tenex. Dmitry Gorchakov, a nuclear adviser at Bellona and co-author of the organization&#8217;s June report, argued that continued purchases undercut pressure on Moscow. As he put it, <strong>&#8220;We are against these exports while there is this situation of war [and a] direct threat to Ukraine.&#8221;<\/strong> He added that <em>&#8220;all countries should try to lower their dependence on Russia and cancel all possible co-operation.&#8221;<\/em><\/p><p class=\"font-claude-response-body break-words whitespace-normal\" dir=\"ltr\" data-sourcepos=\"13:1-13:520;2131-2650\"><em>The fifth estate<\/em> reviewed U.S. Customs and Border Protection shipping data, collected through the commercial search engine ImportYeti, covering the full four-year span of the war. Throughout that period, Moscow-based Tenex repeatedly exported uranium to Westinghouse&#8217;s large fuel fabrication plant near Columbia, South Carolina. In one notable shipment this past March, Tenex reportedly delivered 50,612 kilograms of uranium across four containers, departing from St. Petersburg and arriving at the Port of Baltimore.<\/p><p class=\"font-claude-response-body break-words whitespace-normal\" dir=\"ltr\" data-sourcepos=\"15:1-15:648;2652-3299\">Once it reaches South Carolina, the enriched uranium gets processed into fuel pellets. Those pellets are then assembled into fuel rods and shipped to commercial nuclear power reactors across the country. Curtis Roberts, vice-president of communications at Orano USA, a subsidiary of the French nuclear fuel provider that also manages U.S.-bound uranium shipments, explained how the supply chain typically works. <strong>&#8220;The way that it works is that usually a utility purchases uranium from a source and then the uranium is transported,&#8221;<\/strong> he said, adding that <em>&#8220;the customer, the utility, is the one then who has a contract with the fuel fabricator.&#8221;<\/em><\/p><h2 class=\"mt-3 -mb-1 text-[1.125rem] font-bold\" dir=\"ltr\" data-sourcepos=\"17:1-17:46;3301-3346\">Who Owns Westinghouse \u2014 and Why It Matters<\/h2><p class=\"font-claude-response-body break-words whitespace-normal\" dir=\"ltr\" data-sourcepos=\"19:1-19:342;3348-3689\">Westinghouse Electric is majority-owned by Brookfield Renewable Partners, a subsidiary of Toronto-based Brookfield Corporation, which holds 51 per cent. Brookfield Corporation CEO Bruce Flatt attended a ceremony last October in Tokyo alongside U.S. President Donald Trump and Commerce Secretary Howard Lutnick, who announced Westinghouse would <strong>&#8220;invest up to $100 billion in U.S. nuclear reactors to restore U.S. energy dominance.&#8221;<\/strong> Last month, Westinghouse also highlighted a <em>New York Times<\/em> story suggesting it could benefit from Trump&#8217;s newly announced civil nuclear co-operation agreement with Saudi Arabia.<\/p><h2 class=\"mt-3 -mb-1 text-[1.125rem] font-bold\" dir=\"ltr\" data-sourcepos=\"33:1-33:59;6195-6253\">Canada&#8217;s Own Nuclear Path \u2014 and Its Ukraine Commitments<\/h2><p class=\"font-claude-response-body break-words whitespace-normal\" dir=\"ltr\" data-sourcepos=\"35:1-35:308;6255-6562\">Unlike Westinghouse&#8217;s American operations, Canada&#8217;s own reactors don&#8217;t need enriched uranium at all. Cameco operates two uranium mines in northern Saskatchewan, yet the country&#8217;s 16 CANDU reactors run on natural uranium instead. Fifteen of those reactors sit in Ontario, while one operates in New Brunswick.<\/p><p class=\"font-claude-response-body break-words whitespace-normal\" dir=\"ltr\" data-sourcepos=\"37:1-37:305;6564-6868\">That said, Canada&#8217;s nuclear future looks different. New reactors, including small modular reactors under consideration in several provinces, will require enriched fuel. In 2024, the federal government pledged to backstop up to $500 million in enriched nuclear fuel purchase contracts from allied nations.<\/p><p class=\"font-claude-response-body break-words whitespace-normal\" dir=\"ltr\" data-sourcepos=\"39:1-39:454;6870-7323\">Canada has imposed sanctions against 875 entities and 1,739 individuals tied to Russia. Even so, Global Affairs confirmed that Rosatom and Tenex remain absent from that list. A department spokesperson explained in an email that <strong>&#8220;the government of Canada has not imposed sanctions on the state atomi\u0441 energy corporation Rosatom or Techsnabexport (Tenex).&#8221;<\/strong> However, <em>&#8220;a number of subsidiaries and individuals related to Rosatom have been sanctioned.&#8221;<\/em><\/p><p class=\"font-claude-response-body break-words whitespace-normal\" dir=\"ltr\" data-sourcepos=\"41:1-41:369;7325-7693\">The European Union has gone further with 21 sanctions packages targeting nearly 3,000 individuals and entities. Nevertheless, the 27-nation bloc still hasn&#8217;t banned Russian enriched uranium imports outright. According to Bellona, EU countries imported 583.4 tonnes of Russian enriched uranium in 2025, worth roughly 251.8 million euros, or about $407 million Canadian.<\/p><p class=\"font-claude-response-body break-words whitespace-normal\" dir=\"ltr\" data-sourcepos=\"43:1-43:534;7695-8228\">Marcus Kolga, a senior fellow at the Macdonald-Laurier Institute, called for stronger action from Western governments. <strong>&#8220;Canada and its allies must do everything possible to prevent Western companies, including Canadian firms, from knowingly or otherwise engaging with Russian state nuclear entities,&#8221;<\/strong> he said. He also warned that <em>&#8220;every dollar that flows into Rosatom or its subsidiaries risks strengthening a Russian state enterprise that is directly tied to Moscow&#8217;s war against Ukraine and its broader campaign of coercion.&#8221;<\/em><\/p><h3 class=\"mt-2 -mb-1 text-base font-bold\" dir=\"ltr\" data-sourcepos=\"45:1-45:48;8230-8277\">Supporting Ukraine While Weaning Off Russia<\/h3><p class=\"font-claude-response-body break-words whitespace-normal\" dir=\"ltr\" data-sourcepos=\"47:1-47:431;8279-8709\">Despite these tensions, Cameco has taken concrete steps to help Ukraine&#8217;s energy sector.
