One source with knowledge of the negotiations told CTV News that Canada is seeking “favoured nation” status across all sectors. Importantly, this doesn’t mean removing tariffs entirely. Instead, it means securing the lowest available rate, which could vary depending on the specific product involved.<\/p>

Meanwhile, two other sources revealed that proposals under discussion include removing counter-tariffs on autos and lifting provincial bans on alcohol. Additionally, both sides are exchanging proposals about changing how dairy quotas are managed going forward.<\/p>

If negotiations fail to stave off the new tariffs the U.S. plans to impose in 11 days, Canada isn’t standing still. Another source said Canada is preparing “surgically targeted” retaliatory tools. These measures are not counter-tariffs; rather, they may restrict American access to major procurement projects, critical minerals and energy resources.<\/p>

LeBlanc Returns to Washington Amid Renewed Tariff Threats<\/h2>

Canada-U.S. Trade Minister Dominic LeBlanc headed back to Washington this week, marking his second trip to D.C. in as many weeks. This visit comes amid a protracted trade war with the United States and renewed tariff threats from President Trump. He was joined by Canada’s chief negotiator to the United States, Janice Charette.<\/p>

While LeBlanc is leaving D.C. Friday and is expected to return Monday, his office would not confirm whether he will hold another meeting with U.S. Trade Representative Jamieson Greer next week. These back-to-back trips underscore just how urgent the situation has become for both countries.<\/p>

The series of trips comes as the broader trade war between Canada and the U.S. reaches its 18-month mark. It all began when Trump imposed a slate of tariffs on Canadian goods, and tensions have only escalated since.<\/p>

Trump, for his part, signed an executive order late last month to impose a new 50 per cent tariff on select Canadian goods. This list includes wine, hockey sticks and cement. His administration is characterizing these products as targets of discriminatory trade policies.<\/p>

Specifically, the president is taking issue with three things: provincial bans on U.S. alcohol, supply management on dairy, and certain tariffs and quotas on cars imported into Canada from the United States. These same three issues now sit at the heart of the ongoing negotiations.<\/p>

Those new levies are set to take effect on August 19. When asked on his way into Thursday’s meetings whether he believes Canada and the U.S. can reach a deal before then, LeBlanc responded in French: “I hope so.”<\/p>

In a statement to CTV News on Friday, LeBlanc spokesperson Gabriel Brunet kept details close to the chest. “As detailed trade discussions between our two countries are ongoing, we will not comment on specifics,” Brunet said.<\/p>

He did, however, outline Canada’s broader goal for the talks. “Canada’s objective remains to reach a comprehensive deal that addresses sectoral tariffs and benefits Canadian workers, farmers and businesses,” Brunet added.<\/p>

Dairy Quotas and Supply Management Remain Sensitive Ground<\/h2>

Former Quebec premier Jean Charest, who now sits on the prime minister’s Advisory Committee on Canada\u2013U.S. Economic Relations, cautioned against Canadians having “too high expectations” that a deal will be reached by the August 19 deadline. His comments came during an interview with CTV News on Friday.<\/p>

“This is about concessions, if there are to be concessions on both sides,” Charest said. He added a pointed warning: “It can’t be a one-way street, which has been the American position up until now.”<\/p>

Despite the tough talk, Charest confirmed that Canada’s supply-managed dairy sector is indeed part of the discussions. Trump has long criticized this decades-old system, which controls production to match domestic demand.<\/p>

Trump argues that the system, which also sets import quotas on dairy, eggs and poultry, is “unreasonable” to American farmers who want greater access to Canadian markets. Nevertheless, Charest reiterated what Prime Minister Mark Carney said on Thursday: supply management itself will remain firmly in place.<\/p>

That said, some flexibility exists elsewhere. Charest noted that officials are examining possible changes to the dairy quotas, which were originally negotiated back in 2018, a year before CUSMA was formally signed.<\/p>

Under CUSMA, U.S. dairy producers already have access to roughly 3.5 to 3.9 per cent of the Canadian dairy market through specialized tariff-rate quotas. Charest suggested there’s room to make that access more usable in practice.<\/p>

“There are things that we could change that would allow our American neighbour to be able to take advantage of the quotas that were already allocated, they’re already there,” Charest said Thursday. He added, “Those are the kind of things that we could do that would be helpful to both sides.”<\/p>

The 24-member advisory committee met virtually on Thursday, timed closely with LeBlanc and Charette’s trip to Washington. Following the meeting, officials issued a readout confirming the scope of ongoing discussions.<\/p>

According to that readout, LeBlanc, Charette and Canada’s Ambassador to the U.S. Mark Wiseman “reiterated that Canada is engaging intensively with the United States to address outstanding trade issues to the mutual benefit of both countries, including securing relief from all existing sectoral tariffs and from the new Section 338 tariffs that the United States is planning to impose on August 19, as well as making progress toward a modernised CUSMA.”<\/p>

Notably, CUSMA itself is now subject to an annual review process. This change came after the three countries failed to unanimously agree on a blanket renewal of the agreement on July 1.<\/p>
